As I recall, from day one of my employment with the City Council, The Town Clerk had other things in mind that he wanted me to do for him. As was the custom, I was introduced to him and he gave me a very warm smile and shook my hand firmly without any urgency to let go. It dawned on me that it was a little odd but being in a strange environment I didn't dwell on it.

Being the newly appointed junior officer I was suppose to answer to my next in line of command but that was not to be the case. Mr Matteson immediately took charge and controlled all that I had to do. Despite having quiet mundane duties, I was to report to him if I had any problems or needed any help. He made that very clear to his secretary and the office manager much to their dismay, judging by the disdain I detected on their faces.

In the hierarchical chain, Bryce was my superior officer to whom under normal circumstances, I would have been responsible. He was a congenial enough guy but he had a weak disposition that allowed people to walk all over him.

Bryce could have complained to the office manager about this departure ...
